Klevis Qose Named Head of Police Oversight Agency

The government has appointed Klevis Qose as the new Director of the Police Oversight Agency, replacing Eduart Merkaj, who had held the position until now.

Qose’s appointment comes shortly after his dismissal on April 1 from the role of General Director of Prisons.

He was originally appointed as General Director of Prisons in March 2024, taking over the post after Admir Abrijan resigned.

Prior to that role, Qose served as Director of the Probation Service and held a position within the Internal Control of Prisons.

Klevis Qose is one of the most distinguished figures in the field of security and justice in Albania, with 17 years of experience in key structures of law enforcement, security, operational and procedural intelligence, as well as the penitentiary system.

He served as Director General of Prisons (2024–2026), where he led significant reforms in the modernization of the penitentiary system, including the management of human and financial resources, as well as the advancement of technology and the digitalization of security structures. Previously, he headed the Probation Service, contributing to the reintegration of individuals in conflict with the law and strengthening alternatives to imprisonment.

A key stage in his career was leading the Internal Control Service in the Prison System, where he consolidated standards of security, transparency, and respect for human rights. His experience also includes important roles within the Ministry of Interior and the State Police, with a focus on combating organized crime, narcotics, and special operations.

For his institutional contributions, he has been awarded a Certificate of Appreciation by the Minister of Justice (2023) and a Medal of Appreciation by the Prime Minister of Albania (2015). He also holds a “Top Secret” security clearance, reflecting a high level of integrity and institutional trustworthiness.

Academically, Qose is currently pursuing a PhD in Criminal Law. He has completed higher education studies in jurisprudence, as well as studies at the Faculty of Security and Investigation. He has also undergone training both in Albania and abroad, including in the United States and Europe, in the fields of correctional management, security, and leadership in critical situations.

Known for his strong leadership, decision-making under pressure, and strategic vision, Klevis Qose represents the profile of a modern public leader, oriented toward reform, security, and international standards.
