New Rules for Evaluation of PPP Contracts
The Council of Ministers approved on Wednesday the rules regarding the evaluation and approval of feasibility studies, as well as the awarding, amendment, and transfer of concession or public-private partnership (PPP) contracts.
The decision authorizes the Concession and Public-Private Partnership Handling Agency to approve standard concession or PPP documents within three months of the decision's entry into force and to submit them to the Public Procurement Agency for publication.
The Concession and Public-Private Partnership Handling Agency is responsible for drafting guidelines and explanatory manuals regarding concession and PPP procedures; these are mandatory for use by any contracting authority or entity when carrying out concession or PPP activities. All central and local institutions are charged with the implementation of this decision.
