Parliament Approves Intelligence Service Reform as Opposition Boycotts Session
Albania's ruling majority on Thursday approved amendments to the country's National Intelligence Service (SHISH) law with 72 votes in favor during a parliamentary session boycotted by the opposition, while clashes erupted between protesters and police outside the Parliament building.
Lawmakers from the governing majority also passed amendments to the law on the organization and functioning of the state administration, as well as a resolution assessing the 2025 work of the Commissioner for Protection from Discrimination.
The amendments to the law governing the National Intelligence Service received 72 votes in favor, with no votes against or abstentions.
Parliament also approved amendments to Law No. 90/2012 on the organization and functioning of the state administration by 71 votes in favor, with no opposition or abstentions.
In addition, lawmakers ratified a guarantee agreement between the Republic of Albania and the European Bank for Reconstruction and Development (EBRD) related to a loan agreement with the Electricity Distribution Operator (OSHEE Group) for the Tirana OSHEE Substation Project. The measure passed with 71 votes in favor and no votes against or abstentions.
The Parliament also adopted a resolution evaluating the 2025 activity of the Commissioner for Protection from Discrimination, which received 71 votes in favor without opposition or abstentions.
The parliamentary session took place without the participation of opposition lawmakers, while demonstrators gathered outside the legislature, where confrontations with police were reported.
