Saranda Prosecution Imposes Security Measures as Illegal Construction Investigation Expands Involving Officials and Police Officer

The Saranda Prosecutor’s Office has announced new precautionary measures as part of an ongoing investigation into illegal construction cases, in which a police judicial officer and several former officials of the Territorial Protection Inspectorate are under suspicion.

The case involves allegations of “abuse of office,” “failure to take measures to stop unlawful situations,” and “illegal construction,” according to prosecutors handling the file.

Those under investigation include former IVMT chief inspector Eduard Veliu, along with former inspectors Romelio Kadena, Ilia Gjika, and Elvis Memushi, as well as judicial police officer Irakli Koçiaj.

The court has ordered a range of preventive measures. Koçiaj has been suspended from duty, banned from leaving the country, and required to report regularly to judicial police authorities. Veliu has been placed under house arrest, with the option to replace the measure with a €100,000 bail equivalent in Albanian lek.

The three former inspectors have each been ordered to report periodically to the judicial police as the investigation continues.

Prosecutors said the inquiry remains ongoing, aiming to identify additional cases, fully document the alleged criminal activity, and determine the responsibility of all involved officials within Sarandë’s police structures and other institutions.
