Tirana Prosecution Seeks Suspension of AMP Director Over Alleged Abuse of Office

The court, acting on the request of Tirana Prosecution Office, imposed the security measures “Prohibition from Leaving the Country” and “Suspension from Exercising a Public Office or Service” on Gezim Sala, Director of the Finance and Support Services Directorate at the Police Oversight Agency (AMP) in Tirana.

The investigations began following a complaint filed by the Police Oversight Agency regarding the unlawful employment of M.uci Shaliani at the agency. M.Sh. lost his life in Rinas roundabout, having been shot together with G.D.

Investigations revealed that M.Sh. had been employed for nearly two months as an assistant specialist at the Police Oversight Agency within the Directorate of the Special Operational Force. The Prosecution established that the document in his possession was counterfeit, as there was no record of it being issued by the AMP.
M.Sh. submitted his employment application to the AMP on September 9, 2025, and was formally appointed on September 15, 2025, through an administrative order that clearly contravened the law “On the Police Oversight Agency” and Council of Ministers Decision No. 532, dated July 29, 2022, “On the Approval of the Regulation for the Organization and Functioning of the Police Oversight Agency.”

These legal and regulatory acts explicitly establish that the recruitment of AMP personnel must follow a formalized procedure, including the announcement of vacant positions, the formation of the relevant selection committees, candidate testing, final verification for qualification or disqualification, and completion through the preparation of the employment contract, the official appointment order, and the probationary period.
G.S., Director of the Finance and Support Services Directorate, stated that the recruitment process followed for M.Sh. was not compliant with the law. He emphasized that his endorsement only confirmed the procedural formality of the documents, not their substantive content. Meanwhile, this citizen requested that the appointment order be expedited, citing the justification “engaged under a temporary contract to address urgent operational needs.”

Through his actions and omissions, this citizen has committed elements of the criminal offense of “Abuse of Office,” under Article 248 of the Criminal Code. He deliberately circumvented Organic Law No. 128/2021 “On the Police Oversight Agency” and the Regulation “On the Organization and Functioning of the Police Oversight Agency,” approved by Council of Ministers Decision No. 532, dated July 29, 2022. These legal provisions clearly establish the required stages for evaluating a candidate, M.Sh., including testing, final verifications, and assessment of the documentation submitted—none of which were carried out—prior to issuing the employment order. The order itself cited “urgent operational needs” as justification, in clear disregard of the established legal procedures.
Citizen M.Sh. was employed through an unlawful procedure within an extremely short period (from September 9, 2025, when he officially submitted his application, until September 16, 2025, when his financial relations were established—a total of four working days), indicating that none of the legal requirements outlined in the AMP law and regulations were applied. He received a regular salary from September 16, 2025, until November 11, 2025 (the date of the incident at Rinas roundabout), without ever reporting to work or performing any duties.
