Vlora IKMT Regional Director Resigns After Saranda Meeting on Illegal Constructions and Public Space Occupation

Following a high-level meeting held in Saranda by Albania’s Minister of Interior, Besfort Lamallari, regarding illegal constructions and the occupation of public spaces — developments that also led to the arrest of a local police chief — the head of the Regional Directorate of the National Inspectorate for the Protection of Territory (IKMT) in Vlora, Elton Caslli, has also stepped down from his position.

Sources indicate that Caslli submitted his resignation after the central IKMT launched administrative procedures against him over alleged failures to carry out his functional duties, resulting in consequences for territorial oversight.

Authorities have also reportedly initiated disciplinary proceedings against Xhovalin Hoxhaj, Head of the Territorial Inspection Sector at the Vlora Regional Directorate.

During the meeting in Saranda, Interior Minister Besfort Lamallari delivered a strong message to the State Police, IKMT, and IMT structures regarding the enforcement of the law.

“Take responsibility for the duty entrusted to you. We cannot allow something greater to be undermined. Zero tolerance for illegality and accountability for every institutional failure to act. Illegal constructions, occupation of public spaces, and abuses against citizens’ interests and the sustainable development of tourism are a red line,” Lamallari stated during his address.
