Albania Establishes National Database to Track and Enforce Fines

The Council of Ministers has approved the creation of a new state database aimed at improving the administration and enforcement of administrative fines across the country.

The system, officially titled the “Register for the Execution and Collection of Fines,” will serve as a centralized platform to monitor outstanding obligations and streamline the collection process.

According to the government decision, the General Inspectorate will be the institution responsible for managing the register. The system is designed to operate in coordination with several existing state databases, enabling a more integrated and efficient approach to data sharing.

Officials say the register will include two categories of information: primary and secondary data. Primary data will consist of unique identification numbers assigned to each fine, ensuring accurate tracking and accountability.

Secondary data will be sourced from multiple government systems, including the National Civil Registry, the State Police fines system, the e-Inspection platform, the e-DPSHTRR system, as well as tax and commercial registers.

Authorities expect the new system to enhance transparency, reduce administrative inefficiencies, and strengthen the enforcement of financial penalties. Further details on implementation timelines have not yet been disclosed.
