Albania’s High Judicial Council Rejects Former Vetting Officials’ Bids for Appeal Court Judge Posts
Albania’s High Judicial Council (KLGJ) has rejected requests from several former members of the country’s Vetting institutions seeking appointment as judges at the General Jurisdiction Court of Appeal, according to decisions adopted during the Council’s plenary meeting on Friday.
The Council reviewed a range of judicial governance matters, including judicial appointments, disciplinary procedures and professional evaluations.
During the meeting, KLGJ approved the 2024 ethical and professional evaluation report for Judge Brunilda Kadi, while postponing consideration of the draft decision on the ethical and professional evaluation of Judge Adrian Shega for the 2021–2023 assessment period.
The Council also selected by lottery the rapporteur for disciplinary proceedings involving Suela Dashi, a judge at the Gjirokastër Court of First Instance of General Jurisdiction.
In a separate decision, KLGJ approved the extension of Judge Sokol Ibi’s assignment under the delegation scheme and reassigned him to the Administrative Court of Appeal.
The Council rejected applications for appointment as judges to the General Jurisdiction Court of Appeal submitted by Suela Zhegu, Firdes Shuli, Alma Faskaj, Brunilda Bekteshi, Pamela Qirko, Olsi Komici, Valbona Sanxhaktari, Xhensila Pine, Etleda Çiftja and Roland Ilia.
Following a separate lottery procedure, KLGJ appointed a replacement for Merita Karaj as the official responsible for the ethical and professional evaluation of judges.
The Council also declared concluded, without issuing a final decision, the asset and background verification procedure for Kledjana Llalla, a candidate for the 2026–2027 initial training program at the School of Magistrates in the legal assistant track.
The meeting also saw the postponement of a draft decision on the redistribution of courts’ budget allocations for 2026. KLGJ concluded the session by approving the minutes of its meetings held on April 29 and May 6, 2026.
