Behgjet Pacolli Leaves Albania’s Special Prosecution Office After Seven-Hour Questioning Over Vlora Airport Investigation
Businessman Behgjet Pacolli left Albania’s Special Prosecution Office (SPAK) after seven hours of questioning in connection with an investigation into the Vlora International Airport project.
Pacolli arrived at SPAK at 10:30 a.m. to provide information to prosecutors and is understood to have been questioned as a person with knowledge of the case, rather than as a suspect.
The businessman has also filed a complaint with SPAK over alleged irregularities involving the company structure of Vlora International Airport (VIA).
Two days earlier, Pacolli announced that he had filed a complaint against Albania’s National Business Center (QKB), accusing the institution of unlawfully altering the company’s shareholding structure despite existing court decisions and legal restrictions.
According to Pacolli, the QKB registered a transfer of shares in violation of judicial rulings, an enforced court security measure, a decision by a judicial enforcement officer recorded with the agency, and a Supreme Court decision. He maintains that no additional legal authorization existed to permit the transfer.
QKB records reportedly show that on October 19, the shareholding structure changed, increasing the stake held by 2A Group from 2% to 40%. As a result, Pacolli’s reported stake fell from 98% to 51%.
Pacolli has described the changes as a serious abuse that undermines private property rights, disregards judicial authority and threatens legal certainty for investments in Albania.
He has also raised allegations concerning Vegim Hoxha, the current administrator of Vlora Airport, and Valon Ademi, associated with 2A Group. Pacolli’s company, Mabco, is a business partner of 2A Group in the airport project.
The allegations have not been independently established in the information available for this report. Further details about SPAK’s investigation and any response from the parties named in Pacolli’s complaint were not provided.
The case raises questions about the airport project’s ownership structure and the legal disputes surrounding the allocation of shares in the company operating the facility.
