DP Seeks Punishment of all Involved in Tirana Incinerator’s Affair

Spokesperson of the Democratic Party (DP), Ina Zhupa, has listed Saturday the violations identified for the concession of Tirana incinerator and called on the Special Prosecution against Corruption and Organized Crime (SPAK) make the officials involved in this affair face justice.

Through a press conference from the blue headquarters, Zhupa, stressed that the tender lasted 16 days, while the law stipulates it lasts for 52 days while adding that the approval by the municipality of Tirana was given without the approval of the Municipal Council, but only with one signature.

The Democrat urged the Special Prosecution to investigate also Prime Minister Rama, as the person who signed the contract.

"The law obliges that the tender lasts 52 days, while for the Rama government only 16 days. Thus making the first violation for the Tirana Incinerator. But why was this violation done? Because the winner was predetermined and was Mirel Mërtiri, who is not unknown but who had received the other two incinerators, that of Elbasan and Fier through his relatives.

Mirel Mërtiri is friends with Arben Ahmetaj and Damian Gjiknur, and with the entire structured criminal group that signed this affair, with Ëngjëll Agaçi with Edi Rama. This contract, which was signed by the Prime Minister himself and below by Lefter Koka, has been passed through a sieve by KLSH, whose report has been made available to the Incinerators Commission.

According to KLSH, this contract is forged. The contract states that citizens will pay 29 euros per unit while in reality citizens pay 41 euros per unit. This was said by the Supreme State Audit.

This is the next violation we identify, this evidence is why the Commission of Inquiry is being obstructed by the Socialists. This scheme could not but include the mayor of Tirana, Erion Veliaj. The letter to get an opinion was sent to all 5 municipalities of Tirana district.

Instead of the letter being sent to the Municipal Council, Erion Veliaj does not pass it to the Municipal Council, he signs it himself to give the statement about the incinerator in Tirana. Not only does he bypass the Municipal Council, but he also decides for the other 4 municipalities in the district of Tirana.

Why does he commit this violation, why did Erion Veliaj violate the law? This is a question that should be answered by SPAK, where it should reveal the role of Erion Veliaj in this affair and why he violated the law, what benefits he had.
