Parliament Approves Criminal Amnesty Law, Hundreds to Be Released or Receive Sentence Reduction
The Parliament of Albania has approved a criminal amnesty law with 84 votes in favor, a decision that will result in the immediate release of hundreds of prisoners and sentence reductions for many others.
According to the approved measure, once the amnesty law enters into force, 380 individuals are expected to be released immediately, while around 900 additional inmates will benefit from reduced sentences.
The figures were confirmed by Minister of Justice Toni Gogu during a session of the Parliamentary Committee on Security, where he stressed that the amnesty explicitly excludes individuals convicted of corruption, organized crime, and cases handled by specialized anti-corruption structures.
“380 people will be released immediately under this draft law that we have proposed. 900 people will benefit from sentence reductions. Zero individuals convicted of corruption, organized crime, or cases under special anti-corruption jurisdiction will benefit from this amnesty,” Gogu said.
The legislation applies to individuals with final court sentences of up to three years in prison for men and up to four years for women, including alternative sentences such as fines or community service.
For those still serving sentences, the law allows exemptions from imprisonment if they have up to three years remaining (men) or four years (women). The amnesty also extends to elderly inmates, starting from age 60 for men and 50 for women, as well as individuals who were minors at the time of committing the offense.
The decision marks one of the largest coordinated prison relief measures in recent years in Albania.
