High Inspector of Justice Seeks Dismissal of KLP Member Over Alleged Sexual Misconduct Case
High Inspectorate of Justice (ILD) has reportedly requested the dismissal of Olger Eminaj, a member of the High Prosecutorial Council (KLP), following allegations involving sexually explicit communications with a citizen, according to local media reports.
The case, has now been forwarded to the Constitutional Court for review, as the disciplinary process moves into its next legal stage.
According to the allegations, a female citizen identified by the initials R.M., who had been seeking justice through state institutions, came into contact with Eminaj via social media. The communication later reportedly continued on WhatsApp and allegedly developed into sexually explicit exchanges.
Materials cited by the “Media and Justice Association” and referenced in the investigative program “STOP” allege that Eminaj sent explicit images and engaged in sexualized conversations, including during official working hours and within institutional premises where he performs his duties.
The complaint was filed on March 23, prompting the ILD to open a disciplinary investigation the following day, on its own initiative, over suspected breaches of professional conduct.
In a response to Report TV, the ILD confirmed that after completing its investigation, the disciplinary report was submitted on June 1 to the former Special Appellate Panel (KPA), the body previously responsible for such cases. However, following institutional changes and the cessation of KPA’s activity on June 18, the case has been transferred to the Constitutional Court, which now assumes its functions in disciplinary matters.
The Constitutional Court has reportedly appointed judge Marjana Semini as rapporteur in the case.
While the ILD did not publicly specify the disciplinary measure requested, Report TV, citing other sources, reported that the inspectorate has sought the dismissal of Eminaj, describing the alleged conduct as a serious breach of duty.
The case remains under review, and no final decision has been issued by the court. Eminaj has not publicly responded to the allegations at the time of reporting.
