SPAK Opens Investigation Linked to 'The Albanian Files' as Opposition MP Ina Zhupa Welcomes Move

The Special Prosecution Office Against Corruption and Organized Crime (SPAK) has opened a criminal investigation linked to the publication “The Albanian Files,” prompting a reaction from Democratic Party lawmaker Ina Zhupa, who says the case could have significant implications for Prime Minister Edi Rama.

Zhupa presented the book on June 24, 2026, describing it as a collection of evidence that she believes raises serious questions about construction projects, government decisions and the allocation of development opportunities in Albania.

The publication documents 523 projects involving international architectural studios. According to Zhupa, the projects warrant scrutiny over how they were selected, whether open competition was ensured, and whether legislation was amended to accommodate the interests of selected investors.

In her latest reaction, Zhupa welcomed the confirmation that SPAK has registered criminal proceedings connected to the allegations surrounding “The Albanian Files.”

She has called on prosecutors to pursue the investigation fully, examining potential links between architects, investors and government decision-making.

“The book I presented to Albanians on June 24 was intended, as I said from the very beginning, to become a case file for SPAK and bring accountability for Edi Rama,” Zhupa said.

She described the publication as exposing what she called a system of private interests, privileges and land development, and argued that the investigation should establish whether public decisions and legal changes favored particular investors.

“‘The Albanian Files’ will take Rama to prison if the investigation is real,” Zhupa said, expressing her expectation that the authorities would pursue the case to its conclusion.

According to media reports published on November 7, SPAK registered criminal proceeding No. 97 on September 10, 2026, following a criminal complaint filed by a group of experts and protesters on August 12, 2025. The complaint concerns tourism development projects in Zvërnec, Baks-Rrjoll and Divjakë-Karavasta.

The investigation is expected to examine allegations concerning public decision-making, planning procedures and the approval of major tourism developments. :::
