SPAK Urged to Take On Probe into Ex-Kavaja Mayor

The Special Court against Corruption and Organized Crime has ordered SPAK to investigate the former mayor of Kavaja, Elvis Rroshi, following a report filed by the Supreme State Audit nine years ago.

The Durres Prosecutor’s Office had requested termination of the investigation against the former Socialist mayor of Kavaja, nearly a decade after ALSAI denounced him over reconstruction tenders, but the Special Court decided to transfer the case to SPAK.

The request of the Durres Prosecutor’s Office for dismissing proceedings based on the Supreme State Audit’s criminal complaint of 2015 against ex-mayor Rroshi, and other municipal officials, was deemed absolutely invalid by the Special Court.

According to the announcement, the Court established the absolute invalidity of the request to dismiss the “abuse of office” charge in this case. Rroshi was accused of legal violations with public tenders.

Former Socialist mayor of Kavaja, Elvis Rroshi, was denounced by ALSAI in September 2015. According to two separate reports, Rroshi and 10 other officials were suspected of having caused an economic damage of 33 million ALL with tenders for the reconstruction of the city center and the construction of several roads.

ALSAI had then stated that that the violations were identified after an audit carried out in the Municipality of Kavaja for the period January 2013-December 2014, during which time Rroshi and his subordinates are accused of having committed the criminal offenses of “abuse of office” and “violation of equality of participation in public tenders or auctions”.

According to the Special Court, proceedings were launched in 2017 on basis of the report for abuse of office. The attempt to dismiss this case against Rroshi was prevented by the Special Court, which ordered the acts to be transferred to the Special Prosecutor’s Office for further investigation.
