Albania’s Special Prosecutor’s Office (SPAK) has sought security measures against State Intelligence Service (SHISH) Director Vlora Hyseni in connection with two alleged criminal offenses, albaniandailynews.com learned.

Hyseni is suspected of allegedly disclosing investigative secrets and assisting a perpetrator of a crime. However, prosecutors have not publicly disclosed the specific circumstances or evidence behind the allegations, as the investigation remains ongoing.

The security measure against Hyseni was reportedly presented by SPAK prosecutors Altin Dumani and Bledar Maksuti before a judge. The information presented to the court is understood to include classified material, according to reports.

Hyseni, who has led SHISH since 2023, is reportedly outside Albania. The house arrest order issued against her therefore has not yet been executed.

The case marks only the second known instance in the history of Albania’s intelligence service in which the justice system has imposed a security measure against one of its directors, according to local reports.

A previous case involved former SHISH chief Bashkim Gazidede, who faced a security measure decades ago while being investigated in connection with the disappearance of Remzi Hoxha. The measure was imposed after Gazidede was no longer serving as intelligence chief and was outside Albania. Following legal proceedings, the case was ultimately closed without a final judicial decision establishing criminal responsibility.
