Italian Businessman Referred to Trial over Alleged €10 mln Fraud and Money Laundering Scheme

Albanian prosecutors have referred an Italian businessman to trial over an alleged fraud and money laundering scheme involving the construction materials industry, following a months-long investigation in Tirana.

The Tirana Prosecutor’s Office has completed its investigation and sent Italian national Giovanni Battista Telesca, administrator of the company Euro Beton 2005 sh.p.k., for trial on three criminal charges: fraud, concealment of income and money laundering.

According to prosecutors, the company allegedly obtained raw materials from various businesses by promising payments or apartments in exchange for supplies. However, it subsequently denied receiving the materials and rejected its financial obligations to suppliers.

Investigators suspect that the raw materials were then used to produce and sell concrete, while unregistered purchases and sales were allegedly employed to conceal revenues and launder proceeds from the suspected criminal activity.

As part of the investigation, authorities imposed a preventive seizure on company assets estimated to be worth approximately €10 million.

The seized assets include eight properties, among them land, a residential building, commercial units and construction areas. Authorities also seized 25 vehicles and pieces of equipment, including concrete mixer trucks, concrete pumps and transport vehicles.

The seized properties, along with the company's commercial operations, have been placed under the administration of Albania's Agency for the Administration of Seized and Confiscated Assets.

The Italian national and Euro Beton 2005 sh.p.k. will now face judicial proceedings under Articles 143/3, 180/3 and 287 of the Albanian Criminal Code, relating to the charges brought by prosecutors.

The investigation was conducted under criminal proceeding No. 1718 of 2026. The Tirana Prosecutor’s Office said it had documented evidence supporting its suspicions of a fraudulent scheme and illegal financial activity.

The case now moves to the judicial stage, where the allegations against the businessman and the company will be examined by the court.
