Albania’s Justice Appointments Council (KED) has cleared Naureda Llagami and Jordan Daci to compete for two vacant seats on the Constitutional Court, while disqualifying former Independent Qualification Commission commissioner Lulzim Hamitaj. The other candidates were not reviewed at the latest meeting.

The two vacancies were created following the resignation of Constitutional Court judge Elsa Toska in September 2024 and the end of Sonila Bejta’s mandate in October 2025.

Nine candidates are competing for Toska’s seat and 10 for Bejta’s. Parliament will appoint Toska’s successor, while Bejta’s replacement will be chosen by the President.

KED will rank the candidates based on a points system and submit the top three names to the relevant appointing institution. The process has already exceeded the legal deadlines, while the Constitutional Court has operated without its full nine-member bench since Toska’s resignation.
