Underage Girls' Violence Shared on Social Media/ Fier Prosecution Investigates 'Unlawful Deprivation of Liberty'

In light of the public interest following the circulation on social media and in the news media of video footage depicting the physical assault of an underage girl, Fier Prosecution Office informs the public that the incident was addressed immediately by the competent law enforcement authorities and is currently the subject of an ongoing criminal investigation being conducted by this prosecution.
On 10 June 2026, the Fier Police Station submitted the procedural materials concerning an incident that occurred on 8 June 2026, in which an underage girl reported that she had been taken to a residence in the city of Fier and subsequently physically assaulted by several other female minors.
Following the referred materials, the Prosecution has initiated criminal proceedings for the offence of “Unlawful Deprivation of Liberty,” committed in complicity, as stipulated in Article 110, paragraph 2, of the Criminal Code.
As part of the ongoing investigations and to establish all the circumstances of the incident, as well as in light of additional suspected criminal offences involving a minor in conflict with the law, the Prosecution Office applied to the Court for the imposition of a personal security measure pursuant to Article 239 of the Criminal Procedure Code. The type of security measure requested was determined based on the specific circumstances of the case and the evidence gathered during the investigation to date. By decision of 1 July 2026, the Court granted the Prosecutor's Office's application and imposed the requested security measure on the minor in conflict with the law. The measure remains in force.
Fier Prosecution Office continues to conduct a thorough investigation to fully establish the facts and circumstances of the case, determine the criminal responsibility of every individual involved, and verify any criminal element emerging during the course of the proceedings. This includes investigating the way of recording, retention, and dissemination of the video footage on social media.

Given that this criminal proceeding involves minors, the Prosecution underscores that all actions undertaken in the course of the proceedings are guided by the principle of the best interests of the child and by the legal obligation to protect their privacy, dignity, and identity.
Pursuant to Law No. 37/2017, the Juvenile Criminal Justice Code, stipulating special protection of the private life and confidentiality of information concerning minors in conflict with the law, child victims, and child witnesses, the publication or disclosure of any information, images, personal data, or other material that may directly or indirectly lead to their identification is prohibited.
Furthermore, pursuant to Law No. 18/2017, On the Rights and Protection of the Child, any action undermining a child's privacy, dignity, or personal integrity is incompatible with the legal obligation to safeguard the child's best interests. International standards to which Albania has acceded require that children involved in criminal proceedings, whether as victims or as alleged perpetrators of criminal offences, receive special protection against public exposure, stigmatization, and any form of re-victimization.
Accordingly, the Prosecution calls upon citizens, administrators of social media pages and platforms, as well as media outlets, to refrain from publishing, disseminating, or otherwise making available any video footage, images, or information that could lead to the identification of the minors involved in this incident, in compliance with the legal obligations to safeguard the children’s privacy, dignity, and fundamental rights.
The Prosecution will continue to provide the public with updates on any further developments in the criminal proceedings, insofar as such communication does not prejudice the confidentiality of the investigation, the rights and best interests of the minors involved, or the procedural guarantees established by law.
